How Fatigue Impacts Safety and How to Manage It

Workplace fatigue is more than just feeling tired—it’s a significant decline in mental or physical performance that can lead to costly mistakes and serious accidents. In industries where safety is a top priority, such as manufacturing, rail, engineering and construction, tiredness and fatigue can have severe consequences – hinder worker’s ability to focus, react quickly, or make sound decisions.

Fatigue can be caused by a variety of factors:

  • Shift patterns: Poorly designed shift patterns or long working hours that don’t allow for enough rest can lead to fatigue.
  • Work type: Machine-paced, complex, or monotonous work can make workers more susceptible to fatigue.
  • Stress: Stress can contribute to fatigue.

Fatigue poses serious risks in the workplace. Tired employees are more prone to making errors, reacting slowly, and putting themselves and others at risk of accidents.  More over, The Working Time Regulations 1998 set clear guidelines for the number of hours employees can work in a given period.

Both employers and employees are responsible for managing tiredness and fatigue and ensuring these regulations are followed.

Health Impacts of Fatigue

According to the NHS, It’s normal to feel tired sometimes. But if you’re tired all the time and do not know why, it could be a sign of an underlying problem.

Common causes of tiredness and fatigue include:

  • Not getting enough sleep or finding it hard to get to sleep
  • An unhealthy lifestyle (such as having an unhealthy diet and not getting much exercise)
  • Stressdepression and dealing with life challenges

How Safety PAL Helps Manage Fatigue

A company recently approached Safety PAL seeking help in managing fatigue among their remote and emergency-response workers.

During the initial contact, discussing their requirements, concerns or general improvement with Safety and Health, the company senior manager stated due to a large number of workers working remotely and working in emergency environments where they need to react and respond quickly, they needed to be able to support the worker while ensuring they meet the required standard in health and safety.

After evaluating their needs, we showed them how Safety PAL includes tools for monitoring worker hours, disseminating important policies, and ensuring both employees and managers are aware of their responsibilities in managing tiredness and fatigue.

Safety PAL’s Fatigue Tools

Safety PAL offers several tools designed to help businesses manage and reduce workplace fatigue:

  • Risk Assessment and Monitoring: Safety PAL allows employers to monitor workers’ shifts, hours, and rest periods to ensure compliance with fatigue management policies.
  • Manager Alerts: Safety PAL sends alerts to managers, highlighting when shift patterns may pose a risk, such as shifts longer than 12 hours, allowing managers to intervene before fatigue becomes a hazard.

Safety PAL’s Other Features Work Together to Manage Fatigue

Worker Written Agreements (opt-in/out): Safety PAL helps businesses track and manage worker agreements related to overtime, ensuring compliance with regulations that cap work hours at an average of 48 hours per week. These agreements can be uploaded directly to the worker’s CPD profile within the system, making it easy to track and manage overtime permissions.

Fatigue Risk Reports: Safety PAL provides comprehensive fatigue risk reports that allow managers to instantly access data on worker hours, shift patterns, and rest periods. This enables informed decision-making to reduce the risk of fatigue. The system flags any shifts over 12 hoursand highlights workers at greater risk based on their hours worked and rest time. These reports help managers monitor and control fatigue, ensuring worker safety is maintained.

The report extracts data from all relevant inputs, allowing managers to monitor worker fatigue in real-time, anywhere and anytime. This provides a detailed overview of workers’ hours, jobs completed, and any rest periods taken.

Well-Being Monitor: Safety PAL’s unique well-being monitor allows workers to report how they feel daily, giving supervisors, managers, or well-being first-aiders vital, non-intrusive insights into worker well-being. The dashboard displays the last five entries from each worker, offering quick access to recent well-being trends. The management dashboard provides a full 30-day view of well-being reports, helping to identify potential patterns of fatigue or stress over time.

Talk and Be Safe (TABS): Managers or supervisors can initiate TABS, a structured conversation with workers using calibrated questions to gauge well-being. These interactions are recorded within the job overview, providing a full audit trail for future reference.

By utilising these tools, businesses can monitor fatigue and well-being proactively, ensuring workers are not only compliant with regulations but are also supported in managing their health and productivity.

Dissemination of Fatigue Policies and Information

Safety PAL makes it easy to distribute your Fatigue Policy or working directives to all relevant workers, ensuring that everyone is aware of their responsibilities.

Both employers and employees have a role in managing workplace fatigue. Employers must ensure that policies are clearly communicated, while employees are responsible for taking reasonable care of their own health and safety, as well as that of others who may be affected by their actions at work. This means workers need to take proactive steps to understand fatigue risk factors, follow safety rules, and ensure their actions or inactions do not put anyone at risk.

Safety PAL enables:

  • Read and understood tracking: Workers must acknowledge that they have read and understood the policy, ensuring accountability.
  • Audit trails: The platform tracks who has read the policy and who hasn’t, providing a clear audit trail.
  • Remote access: Workers can access and review policies remotely, which is particularly beneficial for employees who don’t frequently come into the office.

In addition to policies, Safety PAL allows the dissemination of Safety Alerts focused on recognising the signs of fatigue. These alerts serve as reminders to workers of the risks associated with fatigue and provide guidance on how to stay safe:

  • Posters in worker areas: Fatigue risk posters can be shared and displayed in common areas – we have some available to download here – reinforcing the importance of fatigue awareness.
  • Read and understood: Workers must confirm they’ve read the safety alerts, ensuring that they are aware of the risks and prevention methods.
  • Reviewable and auditable: The platform tracks who has viewed the alert, and it can be reviewed multiple times as needed.

For managers, Safety PAL also sends alerts identifying the need to avoid shifts longer than 12 hours. Managers are encouraged to:

  • Avoid overrun and discourage overtime: Limiting excessive work hours to reduce fatigue.
  • Monitor shift swapping: Ensuring shifts are adequately covered and that second jobs or excessive overtime do not overburden employees.
  • Review work and rest periods: Before approving overtime, managers can review the worker’s preceding work schedule to make informed decisions.

This comprehensive approach to disseminating fatigue policies and alerts helps create a safer, more informed workplace where fatigue risks are recognized and effectively managed.

Training and Competence

Proper training and regular competence assessments are critical to managing workplace tiredness and fatigue effectively. Safety PAL offers several ways to ensure workers are continuously informed and assessed on fatigue risks and safe practices.

Safety Videos: Incorporate training videos on fatigue management, such as those available from ORR (Office of Rail and Road), other rail operators, or the Health and Safety Executive (HSE). These videos can cover:

  • Near misses caused by fatigue
  • Recognising the signs of fatigue
  • Managing stress and anxiety
  • Available support for workers dealing with fatigue

Interactive Learning: Add fatigue-related videos to Safety PAL, along with specific Q&A sections to reinforce knowledge. Workers can engage with this material to improve their understanding of the risks and responsibilities associated with fatigue management.

RefresherTraining: Set refresher intervals to ensure that workers revisit fatigue training periodically. For example, workers should refresh their knowledge every 12 months on the signs and risks of fatigue. This ensures that safety protocols remain top of mind. Safety PAL can prevent workers from signing into jobs until they have completed their refresher training, ensuring no tasks are undertaken without up-to-date knowledge.

Competence Assessments: To further ensure worker safety, regular competence assessments can be conducted. For example, workers who drive as part of their job can be tested on their understanding of the risks associated with driving while fatigued. This ensures they are fully aware of the potential hazards and how to mitigate them.

By integrating training videos, interactive Q&As, and competence assessments, Safety PAL ensures that workers are well-equipped to manage fatigue risks and maintain a high level of safety awareness.

In Summary: Proactive Safety Measures

Safety PAL integrates Training and Competence, Policy Dissemination, and Shift Monitoring to give managers a complete view of worker fatigue and reduce accident risks.

With tools like Fatigue Risk Reports and the Well-Being Monitor, managers can track hours, rest periods, and worker well-being in real-time, ensuring that excessive hours or unsafe conditions are addressed promptly. Dissemination of Policies ensures workers are informed of fatigue risks and responsibilities, while Training provides regular refreshers on best practices.

Together, these features allow businesses to manage fatigue effectively, even in complex or high-pressure work environments, ensuring compliance and safety.

Managing fatigue in the workplace is essential for maintaining a safe and productive environment. Fatigue not only affects individual workers but also poses a risk to entire teams and the organisation as a whole. With tools like Safety PAL, businesses can take proactive measures to monitor and manage fatigue, ensuring compliance with regulations and protecting their workforce.
