Why Safety PAL Exists
Karl Spencer, the founder of PAL Software, personally experienced the repercussions of failing to demonstrate beyond reasonable doubt, the principle of ‘so far as is reasonably practicable‘ after a workplace incident at his engineering company.
However, this setback ignited his profound passion to help other business owners avoid the same fate – which eventually led to the creation of Safety PAL.

Karl’s Story
In 2014, I thought I was safe.
After all, I had five seperate health & safety accreditations framed on the boardroom wall as well as ‘Employment and Public Liability Insurance’.
I Was Wrong
The consequences of failing to prove beyond reasonable doubt I was doing ‘so far as is reasonably practicable’ was catastrophic for me, my family, my business andmy workers.
The financial impact was considerable, and I also had to make multiple redundancies due to the economic result of this unforeseen failure that came after 15 years of incident-free trading.
I blamed the failure on my lack of knowledge mixed with an amount of ignorance.
My Eyes Were Opened To My Obligations
Once faced with the realisation that my policies, procedures, multiple accreditations, and affiliations did not fulfil my legal obligations, I needed to understand why. I then spent many months reading ‘The Health and Safety At Work etc. Act 1974’ and subordinate regulations, and researching the intricacies of prosecutions in health and safety.
It became clear that everything hinged on one crucial aspect: PROOF
It wasn’t a matter of merely updating policies and procedures regularly, or filling gaps in risk assessments with essential information. Rather, the key was to have concrete evidence that could withstand scrutiny beyond a reasonable doubt. I needed to demonstrate that my workers had not only read and understood the guidelines but were also diligently following them, and that the control measures in place were genuinely appropriate and sufficient for each task.
Despite maintaining exceptional corporate standards and securing project victories year after year, I was still falling short in providing the necessary proof to establish, beyond reasonable doubt, that I was fulfilling my legal obligations.
The Epiphany That Led To Safety PAL
It was a moment of revelation for me when I had an epiphany: to harness my engineering expertise and create a straightforward yet effective solution that would shield directors from prosecution by engineering out the underlying problems.
Using my months of research, and particularly ‘Managing for health and safety (HSG65)’ as my foundation, and fueled by a strong desire to equip all directors with irrefutable evidence, I worked passionately on crafting Safety PAL – a real solution for prevention and protection.
Safety PAL Launches
With the launch of Safety PAL in December 2015, we welcomed our first customers. Over the next sixty months, our dedication to providing a unique and synchronized suite of health and safety tools earned us multiple awards.
Today, Safety PAL is available in 26 different languages.
